If you have trouble with your 2011 Mac Mini overheating and you are running Windows 7 then you may want to turn off turbo boost (if it is enabled). Normally this is done in the BIOS but Apple is using EFI
but the trick mentioned on this link explains it can be aproximated:

(have been holding back on buying a new Mac Mini - can use the extra data speed but the heating issues have me worried. May go for a new Mac Mini shortly with this in mind).
