Imac problem, looking for advice.

I Know this isn't mac mini related but there is a really good knowledge base on this forum. I have a customer who brought in her imac its a slot loading colored one its old with a crt monitor. Her monitor was all messed up so we decided to order another one off ebay there so cheap no anyways so we did. Long story short i put her hardrive in the new imac and i get the blinking folder with the question mark. I've tried setting the drive as master and cable select it doesn't help. I've tried a bunch of snags holding d and option and what not nothing is working, i'm not sure if its not seeing the hardrive at all or just the startup information. I've tried a bunch of snags that i found on the internet to try to bypass somthing a boot off her drive but nothing is working. Any advice would be greatly appreciate. Thanks in advance.

Is the power cable in the hard drive? Dumb question, but I've done this several times when mucking around the insides of a computer.
