If satellite counts (don't get cable here in the jungle), I have BBC World on almost all the time while I'm in the office. Their NPOV is about as close as one can get, although the reporting over the Middle East conflict gets about 90% air time dedicated to the plight of the people on the Strip and about 10% to the other lot justifying their reasons for targeting the UN HQ and children.
That doesn't mean of course that the anchors actually expressed any opinion either way.
