post comment in userpics

I don't know where else to ask this. How do I make a comment in user pics? Someone asked me a question with a comment and I don't see how to answer.

You have to make another account for posting pictures. When you're in the photo gallery, click the register button on the top right of your screen. This should setup another account for you to post comments on pictures.

I think the admins added that because there was a lot of "anonymous" comment abuse.
