Is it possible to take advantage of the modular hard disk drives in the Mac Pro and have only Windows XP installed on it? And, if i move my hard disk from a windows desktop into the Mac Pro, would it possible to boot from that hard disk?

For the second part of your question, no. Intel Macs use EFI and not BIOS, so the drive will be unable to boot unless it has a BIOS emulating boot loader installed (BootCamp).

Also, Windows has copy protection preventing Windows from booting if the HDDs are swapped.

You can make windows start up instead of Mac OS X, if that's an option you were looking for.
