When I do an install of i Tunes for the first time on a Wintel machine, I get a bunch of pre-set playlists, e.g. 90's Music, My Top Rated, Recently Added, etc. - I deleted these playlists but now I'd like to get them back.
Obviously they are "smart" playlists (in so far as they are accessing the iTunes database on some level) and therefore different to "normal" playlists that I might create. However, I can't see any option to restore them.
Can anyone help?

You can reinstall a fresh new copy of iTunes.
Or you can go thru the labor of making the lists manually.
Which I could tell you how. _________________

As mention you could re-install iTunes or rebuild the list. It is very simple to create a Smart Playlist.
>file>new smart playlist
to create a 90's playlist
year is greater than 1989
+
year is less than 2000
name the playlist 90's music |
