So usually Apple does these releases simultaneously around the world right?
So this possible Tuesday announcement would also be made to users in Australasia around that time right?

Once the products are released (i.e. there are descriptions and prices to go with the new SKU's), the stores can place orders anywhere in the world. How soon they get shipped to different countries is another matter.
